Analytics Capability Development for Government

Beyond delivering analysis, Fenix Solutions helps agencies build their own long-term analytics capability. We partner with organizations to create sustainable analytics practices, often through our “Capability Development” programs. This entails a combination of strategy consulting, training (as discussed in our Offerings section), and infrastructure setup to ensure that analytics and AI solutions continue delivering value after our initial engagement.

Our capability development services include:

  • Analytics Maturity Assessment: We start by evaluating the agency’s current analytics maturity across people, processes, data, and technology. This results in a clear roadmap that might involve establishing governance bodies (like a Chief Data Officer’s team or an Analytics Center of Excellence), identifying quick wins, and recommending tools or policies to implement.

  • Technology & Platform Enablement: We guide agencies in selecting and deploying the right analytics platforms – whether it’s a secure cloud environment for data science, business intelligence tools for enterprise reporting, or specialized AI platforms for big data. We ensure any platform aligns with federal IT standards and can integrate with existing systems. Our team can architect solutions that meet FedRAMP, FISMA, and TIC 3.0 requirements for cloud and network security, enabling agencies to leverage modern tech that is also procurement-ready and accredited.

  • Data Governance and Quality Frameworks: A crucial part of capability building is instituting data governance – clear ownership of datasets, data quality management, metadata catalogs, and policies for data sharing. We work with leadership to craft data governance charters and train staff in best practices (for example, implementing a master data management approach similar to our TenderCast: MDM across the agency’s datasets). This ensures that future analytics are built on a strong foundation of reliable data.

  • Custom Tool Development and Handover: In some cases, we develop custom analytics tools or simulators for an agency’s unique mission needs – but importantly, we do so collaboratively. Agency staff are embedded in development, and we create extensive documentation and training on the custom tool. By project’s end, the agency fully “owns” the tool – both intellectually and practically – and can maintain or extend it without dependence on external contractors. For example, we helped a state health department develop a bespoke epidemiological model for disease outbreaks, training their epidemiologists to update and run the model for future scenarios.

  • Mentorship and 1:1 Support: We often continue to provide expert mentorship as agencies grow their in-house teams. This could take the form of weekly advisory meetings, code reviews, or co-authoring analytic studies for publication. Our experts essentially serve as an “extended bench” of your team until you are completely confident in self-sufficiency. This approach accelerates learning and instills confidence in your analysts as they tackle increasingly complex projects.

  • Certification and Talent Recognition: In line with federal workforce development goals, we assist agencies in setting up certification programs for their analysts (leveraging our training courses). We can help define what it means to be an “AI-certified practitioner” or a “Senior Data Scientist” in your organization and map out the learning path. Recognizing and certifying talent not only motivates staff but also signals to oversight bodies (and Congress) that the agency is serious about building internal capabilities.

An example outcome: after a two-year engagement with a large civilian agency, we helped establish a permanent data analytics office that went on to produce dozens of high-impact analyses annually, influencing policy and saving millions through efficiencies.
